In this timeline, the Axis won World War II and Germany and Japan competed for the strongest country. Japan seeing they could not defeat Germany in a WW3 scenario, they stopped cooperating with Germany, if they did they would lose their workforce due to Germany's "elimination" laws.

But that wouldn't be enough to defeat Germany in World War III, so Japan formed an alliance with rebels worldwide to help slow down the German advance and make a counterattack, and it worked. Japan stopped being the authoritarian country we know, it left the allies free after the war and some other agreements to compensate the allied help.
