In a significant move to protect destitute cows during the ongoing cold wave, the Uttar Pradesh government has announced a comprehensive initiative to shelter and safeguard 12,35,700 cows across the state. This effort comes in response to Chief Minister Yogi Adityanath’s directives to ensure the well-being of these animals as they face severe winter conditions. The state has set up a network of 7,696 shelters, equipped with essential resources such as tarpaulins, bonfires, fodder, water, and lighting, to provide the necessary support for these vulnerable cows.

With the winter chill intensifying, the Uttar Pradesh government has focused on upgrading the conditions of these shelters to prevent any loss of life among the animals. The protection of cows has been highlighted as a priority, and a series of measures have been put in place to ensure their safety and comfort.

The Uttar Pradesh government has outlined a clear timeline for enhancing shelter infrastructure. By February 25, 2025, all necessary infrastructure work, including the construction of durable cow sheds and the establishment of water and fodder facilities, will be completed. These shelters are being built and maintained according to prescribed standards to create safe, comfortable spaces for the animals.

Special attention is being paid to the construction of well-structured sheds to provide protection from the harsh winter weather. Adequate drinking water facilities and other essential infrastructure are also being incorporated to meet the cows’ basic needs. This infrastructure overhaul is part of the government’s ongoing efforts to strengthen cow protection and ensure their well-being year-round.

To maintain the health and welfare of the cows, the government has implemented a system of routine monitoring and health checks. Veterinary officers are regularly visiting the shelters to carry out health assessments and provide necessary treatments and medications. This initiative aims to prevent diseases and ensure that the cows are not affected by the cold wave.

In addition to veterinary care, district nodal officers have been tasked with conducting regular inspections at these shelters. They ensure that there is no shortage of essential resources like fodder, water, and lighting. If any issues are detected, corrective actions are taken immediately to prevent any suffering or mismanagement.

A key aspect of this initiative is the presence of caretakers who are stationed at the shelters around the clock. These caretakers are responsible for ensuring the cows receive continuous care and attention, especially during the night when temperatures drop sharply. The presence of caretakers is critical for addressing any emergencies that may arise and ensuring that the cows remain safe and comfortable throughout the winter.

Recognising the complexity of managing such a large-scale operation, the government has emphasized the importance of inter-departmental coordination. Multiple state departments, including the Rural Development Department, are working in collaboration to expedite the establishment of new cow protection centers. These centers are intended to provide a safe haven for cows that are in need of shelter and care.

Another significant effort involves the removal of illegal encroachments on pasture lands. By clearing these lands, the UP government plans to cultivate both perennial and seasonal fodder under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). This move will help ensure a steady supply of fodder for the cows, even as the cold wave continues to impact the region.

These initiatives by the UP government show a long-standing commitment to the well-being of cows and other animals, with a special emphasis on protecting them during extreme weather conditions.
