Nine members of the Texas Senate walked off the floor as a debate began on the proposed new congressional map. Two Democrats stayed behind, as the bill eventually passed by a 19-2 vote. The bill now moves to the Texas House floor, which has failed to reach a quorum, as House Democrats have fled the state.
