Lawmakers return to Washington as the partial government shutdown drags on, with negotiations stalled over proposed changes to Immigration and Customs Enforcement (ICE) operations.
Democrats are demanding reforms including body cameras, mask bans, judicial warrants for raids and protections for schools and churches. The White House and Republicans argue those proposals go too far.
Ucertainty remains over whether a deal can be reached before President Trump’s State of the Union address.
