How to read the table at 13:20
-Blue shows the fishing data when the pool is fully employed. This is your best case scenario.
-Black shows the fishing data when the pool is underemployed and what fishing reserve limits ("min") should be used.
-Red shows the fishing data when the pool is underemployed but you still use min = 71.4% (i.e. what you are probably doing right now).
The most desired outcome is for each Spring Month's 40% growth spurt to hit max exactly on each spurt and to be fished down to min before the next spurt happens.
If there are not enough workers, min should be lowered such that max is achieved only on the third and last growth spurt. This will work out to be far less than 71.4%.
When workers are insufficient for the pool size, using min = 71.4% eventually leads to max capping and lost fish either in Apr or May or both.
