13-year-old Wynter Wagoner from Rockcastle County has been located in Maryland after she was reportedly kidnapped in October.
LEX 18 spoke to Chief of Patrol Darren Francke of the Montgomery County Police Department in Maryland who reported that 37-year-old Christian Delgado has been arrested in connection to the kidnapping.
