The scholarship application period for Undergraduates is from Oct - Dec, and for Graduates, Late Jan - End of Feb. The scholarship application notice can be found at the official website of NIIED (Ministry of Education, Korea):

You can find the additional guidelines and requirements about the scholarship during the scholarship period on the homepage.
