Persuasion is an important skill in Termina, as it can even allow to kill enemies by talking (as you can see here • Fear & Hunger 2 Termina: killing the Vile,... . Talking is also very interesting to discover more about the lore of the game. Bobbies are quite chatty enemies, and you can discover some info by talking. Moreover, by triggering their logic with Persuasion, you can make their head stop moving, creating an opening for an easy headshot.
