When the NBA Players Association begins negotiations for a new collective-bargaining agreement Thursday in New York, it ought to include a demand to have a say in rating of officials.

Currently, referees' annual ratings -- used to determine crew designations, game assignments and playoff advancement -- are broken down this way: 25 percent to Rod Thorn, the NBA's vice president/operations; 25 percent to coaches; 20 percent to Darell Garretson, supervisor of officials; 15 percent to officials observers; and 15 percent to general managers. Players have no say.

Giving players a voice in ratings ``would be like letting owners have a say,'' Thorn said. ``When players talk about officials, they're by and large interested in themselves and their team only.''

The same could be said for coaches and general managers. Players play the game. They're the ones most affected by the referees' calls. They're as qualified to judge them as many coaches and GMs.

Buck Williams, the NBA Players Association's new president, will fly from Portland on Wednesday for a breaking-ground meeting that will include the union's executive director, Charles Grantham, and top-level NBA brass, among them Commissioner David Stern. While the salary cap, restricted free agency, the draft and licensing fees are the key issues, Williams ought to introduce the possibility of players having a voice on officials' ratings.

``I feel we should be involved in the rating system,'' Williams said Tuesday. ``We want to participate in every aspect of our business, and officiating is one of them.''

The Players Association should create a board of five or six veteran players. Have those players use feedback from the other players in the league to gather a consensus opinion for the rating system. They deserve a say.
