A goalkeeper who controls the ball with their hand(s)/arm(s) for more than eight seconds will be penalised, with a corner kick being awarded to the other team.
Explanation: If a goalkeeper has control of the ball with their hand(s)/arm(s) for more than eight seconds, the referee will now award a corner kick (rather than an indirect free kick) on the side of the field closest to the goalkeeper’s position when penalised. There is no disciplinary action unless the goalkeeper repeatedly commits the offence.
Only start counting when the goalkeeper has clear possession
Start counting if the goalkeeper is on the ground, but no one is around them
Silently count 8 - 7 - 6
Raise open hand and count 5 - 4 - 3 - 2 - 1 - 0 with fingers and arm movements
Verbally count 5 - 4 - 3 - 2 - 1 - 0 to help the goalkeeper and teammates
Penalise any opponent who interferes with the goalkeeper trying to release the ball
Do not penalise the goalkeeper if they are starting to kick or throw the ball (spirit of the law)
The 8 seconds will be strictly enforced
Recommended disciplinary action
1st offence: corner kick only
2nd offence: corner kick + warning
3rd offence: corner kick + yellow card
