[3.26] Kinetic Blast Champion/Gladiator Build with 98% Block (Conditionally)

This is a kinetic blast build that works in T17s without having to int stack. An int stacker is still stronger, but requires multiple mirrors of investment to feel good. This requires around 50 divines to start. Bare minimum 30 divines.
