Presiding over the high-level policy gathering in Pyongyang, Kim declared that fully exercising the position of a nuclear weapons state is the "only way" to counter the growing security threats posed by the United States and South Korea's combined strategic alliance. State media agency KCNA reported that North Korea plans to ramp up powerful defense assets at an accelerated pace, including the construction of a 10,000-ton strategic guided-missile cruiser. The meeting also lashed out at the US, Israel, and Japan over alleged "ultra-nationalism" and global practices, while enacting a major leadership shake-up that marks the prominent return of Kim’s close aide and former right-hand man, Jo Yong Won, to oversee key party affairs.
