Red Paper Wasps (Polistes rubiginosus) confront each other at the Starr Ranch Pavilion at Caddo Lake National Wildlife Refuge, in Harrison County, TX, USA. They also fly over to an observing Human, possibly in an attempt to intimidate.
I'm not sure why they seemed so agitated. I didn't see their nest, though, and there were a bunch of dead wasps on the ground nearby. In my mind, I imagine that after the Refuge staff returned to work after the long federal government shutdown, they started cleaning up, and they found that the Wasps had built a large nest at the Pavilion. So I imagine that the Wasps became another victim of the shutdown, and maybe the survivors were still on edge after that?
