This international training provided him with a global perspective on how higher education institutions can serve as catalysts for regional economic growth. Before ascending to the role of Vice-Chancellor, he served as the Pro-Vice-Chancellor for Research, Innovation, and Development at the University of Namibia, where he was instrumental in expanding the university’s research output and securing international grants.
Presidency of the Association of African Universities (AAU)
In 2021, during the 15th General Conference of the AAU, Professor Matengu was elected as the President of the Governing Board. The AAU, established in 1967 and headquartered in Accra, Ghana, is the apex organisation for higher education in Africa, representing over 400 institutions. As President, Matengu has championed several key pillars:
• Quality Assurance: Strengthening the standards of African degrees to ensure global competitiveness.

His election was a historic moment for Southern Africa, as he became the first Namibian to lead the organization. He succeeded Professor Saeed Bakri Osman of Sudan, winning the election with a significant majority of 67.1% of the vote.
Global Leadership and the ACU Council
Professor Matengu’s influence extends beyond the African continent into the broader Commonwealth. In July 2025, he was elected to the Council of the Association of Commonwealth Universities (ACU). In this capacity, he represents Constituency III, which encompasses East, West, and Southern Africa. His term on the ACU Council runs from August 2021 to July 2028. Within this global network, Matengu focuses on supporting postgraduate education and increasing the production of doctoral graduates in Africa to meet the continent's future developmental needs.
His work at the ACU coincides with the appointment of Professor Nana Aba Appiah Amfo of the University of Ghana as the Chair of the ACU Council, creating a powerful synergy between the AAU and the ACU to advocate for African priorities on the world stage.

Throughout his tenure at the University of Namibia, Matengu has emphasised that universities must not be "ivory towers" but rather active participants in the national innovation system. He has published extensively on topics including rural development, water management, and the sociology of technology. Under his leadership, UNAM has seen a marked increase in its participation in international research consortia, particularly those funded by the European Union and various United Nations agencies
Vision for the Future of African Higher Education
Matengu is a vocal advocate for "African-led solutions to African challenges." He argues that for Africa to achieve the goals set out in the UN Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education), there must be a fundamental shift in how higher education is funded and managed.
