Why Your EHCP Outcomes Don’t Match the Provision And How To Fix It

Provision is the legally enforceable support needed to get there.
When they don’t line up, schools cannot deliver the support and LAs avoid specifying therapies.

Here’s why it happens and how to fix it:

Outcomes are too vague
Example: “Improve communication skills.”
This leads to vague provision.
Fix it with: “Develop functional communication to request needs, identify emotions and follow multi step instructions.”

Provision does not link back to the outcome
If Section F does not show exactly how the child will reach the outcome, it is unlawful.
Fix it with: “Weekly direct speech and language therapy plus daily carryover by a trained 1 to 1.”

Therapies are written as advice, not provision
Words like “access to,” “opportunities for,” or “as required” remove legal force.
Fix it with quantified wording: “45 minutes direct OT weekly, delivered in three 15 minute sessions.”

No measurable progress markers
If progress cannot be tracked, the LA avoids responsibility.
Fix it with: “Outcome will be reviewed termly with clear evidence of progress in X, Y and Z skills.”

Needs in Section B don’t match outcomes in Section E
If the need is sensory regulation but the outcome is handwriting, the plan cannot work.
Fix it by aligning: B (need) → E (outcome) → F (provision)
