The Ice Cream Man is a minor, unnamed character who is the center of short, running humorous scenes throughout the "Lilo & Stitch" franchise, in which he appears wearing sunglasses, swimming trunks, sandals, and with a sunburn around his body and drops his ice cream from its cone before he can finish it, most commonly due to other characters' involvement, making him sad.
