Is your payment-system data stored in India as required by RBI?
The RBI Data Localization Audit helps payment system operators and relevant organizations assess whether their payment data storage, processing, infrastructure and security controls align with applicable RBI requirements.
In this video, we explain RBI Data Localization, what payment data needs to be considered, how organizations can assess their storage environment, and why a structured audit is important for regulatory compliance and data security.
🔐 Key areas covered in an RBI Data Localization Audit:
• Payment data storage in India
• End-to-end payment transaction data
• Customer and beneficiary information
• Payment credentials and sensitive data
• Database and storage infrastructure
• Cloud and data-center environments
• Data backup and restoration
• Data security controls
• Data processing outside India
• Cross-border transaction considerations
• Third-party and service-provider environments
• Data access and supervisory requirements
• Security controls and evidence
• Audit documentation and reporting
Why is RBI Data Localization important?
✅ Verify where payment data is actually stored
✅ Identify data-location and compliance gaps
✅ Assess cloud and third-party storage environments
✅ Protect sensitive payment information
✅ Strengthen data security controls
✅ Improve RBI compliance readiness
✅ Establish appropriate audit evidence
✅ Reduce regulatory and security risks
RBI's framework requires payment-system data to be stored in India, while certain foreign-leg data associated with cross-border transactions may also be stored abroad. RBI also clarifies that payment processing can occur outside India in permitted circumstances, subject to requirements around bringing the data back to India within the prescribed timeframe.
The RBI's System Audit Report requirements include assessment of data storage, database maintenance, data backup/restoration and data security, making the audit an important component of compliance assessment for applicable entities.
This is particularly relevant for banks, Payment System Operators (PSOs), payment gateways, payment aggregators and other entities involved in the payment ecosystem, depending on their regulatory applicability. RBI has also issued separate cybersecurity and digital-payment security directions for non-bank PSOs.
