झारखंड के 48 नगर निकायों में आगामी 23 फरवरी को मतदान होना हैं. चुनाव का पूरा शेड्यूल जारी हो चुका है. 29 जनवरी से नामांकन की प्रक्रिया शुरू हो चुकी है, जो 4 फरवरी तक चलेगी. झारखंड में इस बार का नगर निकाय चुनाव बहुत खास है, क्योंकि पहली बार यह चुनाव ओबीसी आरक्षण के आधार पर हो रहा है. यानि राज्यभर के कई शहरी निकायों को जनसंख्या के आधार पर ओबीसी वर्ग के लिये आरक्षित कर दिया गया है. मेयर सीट से लेकर कई ऐसे वार्ड हैं, जहां केवल पिछड़े या अत्यंत पिछड़े वर्ग के प्रत्याशी ही ताल ठोक सकते हैं. इस फैसले ने पिछड़ों एवं अत्यंत पिछड़ों के लिये शहर की सरकार में अपनी भागीदारी सुनिश्चित करने के नये द्वार खोल दिये हैं.
हालांकि, इस बार ओबीसी आरक्षित सीटों पर केवल वे ही लोग चुनाव लड़ पायेंगे, जो 1978 के पहले झारखंड में प्रवेश कर चुके हैं, और जिनके पास 1978 से पहले के जमीन के दस्तावेज हैं. रांची और धनबाद जैसे बड़े शहरों में भले ही बड़ी संख्या में बिहार, यूपी या अन्य ज़िलों से ओबीसी परिवार आकर बसे हों, मगर वे आरक्षित सीटों में चुनाव लड़ने के लिये पात्र नहीं होंगे. इसका कारण है झारखंड सरकार का एक महत्वपूर्ण आदेश, जो ओबीसी जाति प्रमाण पत्र प्राप्त करने के लिए 1978 या उससे पहले का खतियान अनिवार्य करता है.
