Nigeria’s intelligence community has raised fresh concerns over funding constraints during its 2026 budget defence before the Senate Committee on National Security and Intelligence. The delegation, led by the Permanent Secretary of Special Services, Muhammed Danjuma, and including the Directors General of the DSS and NIA, warned that irregular releases of overhead and capital allocations in 2025 significantly weakened operations against terrorism and banditry. Officials also highlighted the strain caused by exchange rate fluctuations and criticised the limitations of the current “envelope system” budgeting framework. With parts of the session held behind closed doors due to sensitive matters, questions now arise over whether the Senate will consider performance-based funding or adjust priorities following the recent national security emergency declaration.
