Hybrid electric turbos are basically regular turbos with an electric motor strapped to them that allows them to harvest excess energy from exhaust gas when you don't need more boost, and spool up the turbo earlier when you do need more boost and don't have enough exhaust energy.
They make more sense if you already have a hybrid system on your car to run them, and produce increased in cylinder backpressure while harvesting energy. As such, they still need a wastegate to vent off extra exhaust gas, contrary to popular belief. The electric motor can also help with controlling potentially damaging boost spikes if the wastegate has insufficient authority. They are also heavier, more expensive and more complicated than regular turbos, which is why they don't have widespread use yet.
