Less than a week since implementation, the government now plans to scrap the legal clauses mandating the use of seat belts on buses, saying it has failed to achieve its purpose.
Transport chief Mable Chan admitted inadaquecy in drafting the provisions and vowed to gauge public views before writing up an improved version.
