I have a few guesses as to which country she's referring to. Japanese Prime Minister Sanae Takaichi announced a major step toward domestic resource independence by launching the world’s first trial for deep-sea rare earth mining. This initiative follows the discovery of massive mineral deposits within Japan's Exclusive Economic Zone (EEZ).
The Discovery and Its Value
Scale of Reserves: Surveys conducted by the University of Tokyo and the Nippon Foundation confirmed the presence of over 16 million tons of rare earth-rich mud. Some reports estimate certain deposits at 230 million tons of minerals including cobalt and nickel.
Economic Worth: While social media posts often cite a figure of 500 trillion yen, official estimates have been more conservative, with some earlier reports valuing specific seabed findings at approximately 26 billion dollars (roughly 3.8 trillion yen). However, proponents suggest the "semi-infinite" nature of the deposits could eventually reach quadrillion-yen valuations as extraction technology matures.
Location: The minerals are located roughly 6,000 meters below sea level near Minamitori Island (also known as Marcus Island), approximately 1,900 kilometres southeast of Tokyo.
Reducing Reliance on a "Specific Country"
The "specific country" mentioned is China.
Current Dependence: China currently supplies about 60% of Japan’s rare earth imports and holds a near-monopoly on certain heavy rare earths essential for electric vehicle (EV) motors and defence technology.
Geopolitical Strategy: Takaichi has prioritized "economic security" to prevent supply chain disruptions, such as those experienced during a 2010 territorial dispute when China halted exports.
US-Japan Collaboration: In October 2025, Takaichi and U.S. President Donald Trump signed a framework agreement to jointly secure and develop rare earth supplies, specifically targeting mining near Minamitori Island to counter China's market dominance.
Timeline for Development
January 2026: Launch of the first continuous deep-sea extraction trial using the research vessel Chikyu.
2027: Planned trial operations for a system capable of recovering 350 metric tons of mud daily.
2028: Goal for full-fledged commercial drilling to begin.
