Supporting hardware for precision timing is one function of a time service. But by far the trickiest is providing "traceability" - the verifiability that a time feed is indeed from an authoritative source, "accuracy" - the maximum amount at an instantaneous rate at which the local clock is offset from the authoritative source, and resilience, the ability to withstand "disaster scenarios" including hardware, software, military, physical etc attacks (for time-based systems all apply but currently GNSS-based attacks and network attackers are the largest by volume).
For "critical infrastructure" in the USA, UK and EU, specific security requirements mandate a secure originary time source with known traceability to NIST in the USA and UTC in the EU.
