The Soviet Union said serial killers didn't exist.
So no one warned anyone.
Andrei Chikatilo was arrested in 1984 — with a knife and rope in his briefcase.
A lab error cleared him. They let him go.
He killed twenty-two more people.
When he was finally caught in 1990, he confessed to 56 murders.
He was executed in 1994.
The man wrongly executed for his first murder was exonerated the year before.
