The year is Universal Century 0123. 30 years have passed since the infamous Char Aznable's rebellion and the Axis shock event, and the Earth Sphere has been remained stable in a state of relative peace without any full scale wars ever since. To accommodate the growing population, the Earth Federation Government has been constructing a new generation of space colonies. However, a newly risen private military faction, Crossbone Vanguard, decides to seize these colonies to help found and establish its own ambitious and independent aristocratic empire. Now, reluctant hero Seabook Arno and his Gundam F91 must lead a fierce struggle for survival as his home is invaded by this unknown far right faction.

Originally planned as a full 52 episode TV series, the outline for the first 13 episodes of the TV series was indead rewritten and adapted into this 2 hour feature film, while the film's settings and backstory was also partially adapted into a 2 volume novelization, penned by Gundam creator Yoshiyuki Tomino himself. A direct sequel to this movie was planned, but never ended up being made. Instead, the director wrote a new story based on his unused ideas into an outline for the a manga sequel.
