SeaDoo @ Reef Before Niagara Falls - Past Warning Buoys

Out for a ride August 30, 2017, (about 4:00 minutes into the video) coming around Navy Island we spotted what we thought was a boat near the reef before Niagara Falls. I went up to the warning buoys and I saw two people sitting on a SeaDoo watching the mist from the falls. They saw me and then continued to watch the falls mist from the "federally restricted exclusionary zone above Niagara Falls". The idiots on the SeaDoo went past two sets of warning buoys and were very close to, if not in, the reef area which has areas that are as shallow as 6 inches. People going into this area is a pretty common and extremely stupid, Niagara Falls is about a half mile from where they were watching the mist. This was the highlight of our ride that day.
