Commemorating 30 September 1962: 63 Years Since the Rome Agreement

Publicly delivered by the President of the Republic of West Melanesia, Drs. Septinus Paiki

On this day, 30 September 2025, we observe the 63rd anniversary of the signing of the Rome Agreement on 30 September 1962, an accord between the Governments of the United States of America, the Kingdom of the Netherlands, and the Republic of Indonesia. This significant international agreement has had enduring consequences for the people of West Papua, a Melanesian nation whose aspirations for self-determination remain deeply relevant.

On behalf of the people and government of the Republic of West Melanesia, we respectfully raise our National Flag alongside those of the United States of America and the State of Israel. This gesture reflects:

1. Our continued affirmation of our identity as a free and sovereign Melanesian nation, vested with the right to self-determination;

2. A respectful reminder to the United States of America of its historical role regarding the administration of our land under Indonesian governance, a process that did not fully encompass the consent or participation of the Melanesian people;

3. A commitment to seek solidarity and constructive engagement in affirming the Melanesian voice within the broader international community.

In addressing the international community, and particularly the Government of the Republic of Indonesia, we pose the following reflections:

If the Government of Indonesia actively engages in discussions and expresses firm positions on international conflicts such as that between Israel and Palestine, conflicts with deep historical and territorial dimensions, how might the longstanding concerns of the indigenous Melanesian people of West Papua also receive just consideration and dialogue?

Are not the rights and aspirations of the Melanesian nation for freedom and sovereignty equally deserving of respect, understanding, and support consistent with international principles?

Is the enduring hardship experienced by our people over several decades not a matter warranting fair attention, justice, and a peaceful resolution?

This statement is:

✍🏼 Supported by the enduring spirit and commitment of our people to justice, self-determination, and the safeguarding of our national dignity;

✍🏼 Endorsed with full accountability by the President of the Republic of West Melanesia.
