Report:
On 02/01/2026, at approximately 8:42 PM hours, I, Trooper Carter Emerson #380 was patrolling in the area of Highway 278
near Hope. I observed a dark gray Chevrolet Impala displaying Arkansas LPN AXU99M traveling at a very low rate of speed
driving on the right shoulder of the road. I got behind the vehicle and activated my emergency lights to conduct a traffic stop on
the vehicle. The vehicle then took off and refused to stop. I then initiated a pursuit, notified dispatch, and activated my
emergency sirens. The vehicle continued to flee at an extremely high rate of speed reaching one hundred and thirty one miles
per hour. The vehicle was driving in and out of on-coming traffic. The pursuit continued on Highway 278 all the way into the city
of Hope.
The vehicle drove through the city limits on North Hervey Street and continued at a very high rate of speed, continuing
to drive through intersections in on-coming traffic, and with complete disregard for human life and public safety. While crossing
the intersection of N. Hervey St and Commerce Drive, the suspect vehicle completely disregarded the red stop light and drove
through the intersection without any regard to human life at which time I continued to pursue the vehicle. The vehicle then
turned onto South Hervey Street and fled south bound disregarding the stop sign at S. Hervey Street and W. 6th Street. The
vehicle then struck a mailbox and crashed into the ditch at the intersection of South Hervey Street and Plum Street. The
suspect then bailed out of the passenger side of the vehicle and fled on foot. I along with my FTO, Trooper Landon Loe
pursued the suspect on foot. Trooper Loe deployed his taser and the suspect fell to the ground. Commands were given by
Trooper Loe and myself for the suspect to place his hands behind his back.
The suspect refused. After a few commands were
given, and the suspect was not cooperating, I then got on the suspects back and forcibly placed his hands behind his back and
placed him into custody. The suspect was later identified as Ricky Golston of Washington Arkansas.
Golston was checked by paramedics and transported to the Hempstead County Detention Center. The vehicle was towed by
Landes Towing. Golston is being charged with the following.
Driving While Intoxicated 3rd (Unclassified Misdemeanor)
Felony Fleeing in a Vehicle (Class C Felony)
Fleeing on Foot (Class C Misdemeanor)
Refusal to Submit to Arrest (Class B Misdemeanor)
Refusal to Submit to a Chemical Test ( Unclassified Misdemeanor)
