Something I just randomly saw when I released my Pokemon.
I saw this happen with Steelix (Iroroark, not shown) who knew rock climb,rock smash and strength.
In the video:
I showed that my lvl 4 Bibarel (Fibarelz) my hm slave with rock smash,rock climb,strength and surf.
When I released it,it came back showing "Fibarelz came back, Was it worried about you."
Steelix only returned with hm moves so that is what I think.
Not 100% confirmed just a hunch.
May or may not return to you.
I did not make any of this by action replay or code.
