This has probably been tread on before (in fact I know it as because I searched it before posting), but the Master Volume control on the HRD goes from 0-
100 immediately between 1-2. I've read about several fixes for this issue:
Here a few of them for you to consider:

1. JHS Black Box: I'm leaning towards this because how practical & small is.

2. Get a volume pedal. This might be nice to adjust volume on the fly more easily, but more cables etc.

3. EQ pedal: Suggestion - for 45$, get a used Boss GE-7 and put THAT in the loop instead of the JHS or a volume pedal. Not only can you knock the volume down, you also get an EQ that will let you work over the pre-amp and get the distortion side to not suck anymore. Wampler did a video on it if you're interested in the frequencies to boost/cut on the GE7 while in the FX loop.

How to connect the pedal into the Fender Hot Rod Deluxe effects loop ?

Pedal Input- into the - Preamp out
Pedal Output - Into the - Power Amp in

EXTRA TIP- Fender Hot Rod Deluxe Volume Module: Just plug this into the top of your Hot Rod Deluxe or Blues Deluxe to instantly add a master volume control
This is a Plug in module which adds a master volume control to the Fender Hot Rod Deluxe and The Fender Blues Deluxe. No modifications to the amp are necessary, the module simply plugs into the top of the amp as shown in the picture.
