On the other hand, the Congress government completely removed the applications made by the youth for loans during the previous BRS regime from the online system and canceled them altogether. With this, the youth are worried about whether this government will actually give loans or not. They are demanding that loans be given immediately.

The Congress government has been promising in the assembly that it will provide subsidized loans for self-employment in the name of the RYV scheme, which has been limited to applications for a year. Last February, it announced in the assembly that it was allocating Rs. 6 thousand crores for the scheme. It has promised that loans will be sanctioned to 5,000 youth in each constituency from June 2 to 9. It also issued press releases. Applications for loans were received till April 14, and 16,23,643 people applied across the state. After that, special guidelines were issued for the selection of beneficiaries.

Mandal-level committees should select the eligible persons for the sanctioned units by May 20, 2025, based on population ratio and category wise, the district committees should examine those lists and prepare the final list by 31st of the same month and announce the beneficiaries with the approval of the in-charge minister, and the Revanth Sarkar rushed to distribute loan sanction documents to the beneficiaries from June 2 to 9, 2025, to commemorate the Telangana Formation Day.

Rejected 70 percent
The state government rejected 70 percent of the youth who applied for the RYV scheme. It was decided to sanction loans to only 30 percent of them in total. It was announced that the scheme would be implemented in 5 phases, initially Rs. 50 thousand units and finally Rs. 4 lakh units would be sanctioned. On June 2, it rushed to provide youth development loan proceedings to the youth across the state.

More than 12 lakh old applications cancelled
The KCR-led BRS government had previously accepted applications for self-employment. Out of 5,28,862 people who applied for BC Bandhu across the state, 4.13 lakh people were identified as eligible and 40 thousand people were provided financial assistance of Rs. 1 lakh each. Another 3.73 lakh people are on the waiting list. 2.16 lakh people applied for the Minority Bandhu scheme, and 11 were sanctioned. Another 2.5 lakh applications are pending.

Apart from the Dalit Bandhu scheme, Nadu has also received applications from the youth for self-employment specifically through the SC Corporation. Statistics show that more than 3 lakh applications are pending for those too. Nearly 100,000 subsidy loan applications are pending under SERP, MEPMA and other DWAKRA associations. Apart from these, it said that applications were received from tribal youth through the Tricar organization in the years 2019-2021, and loans were sanctioned to 30,000 people.
