This discussion is in eight parts.
On March 17, 2010 a panel discussion was held at the Pasadena Public Library on "Custodial Night Time Release." It was sponsored by The Friends Group with Dr. Gerda Govine, President and Shirley Spencer, Treasurer.
Persons in the custody of local law enforcement agencies are frequently released late at night without money, transportation or a way to call someone to pick them up. This practice fails to honor such persons' right, on a consistent and humane basis, to have someone pick them up. This puts the released person at potential risk of harm as in the recent case of Mitrice Richardson, missing exactly six months after release from the Malibu/Lost Hills Sheriffs station.
On the panel were Dr. Ronda Hampton, Clinical Psychologist, Mary Ann Shemdin, from National Alliance for the Mentally Ill (NAMI), Benjamin Jones, Attorney for the Office of Independent Review and Chief Neal Tyler from the Los Angeles Sheriffs Department.
