It's Time to End The Surveillance State in Houston

In 2010, Houson voters decided to remove red light cameras due to safety and privacy concerns. Despite the best efforts of Houstonians, over the last decade, the City of Houston has installed thousands of surveillance cameras (here, here, here, here) in the Houston area. In addition, HPD is also in possession of a variety of tools which have the potential to violate Houstonians privacy.

For example, in recent years HPD has partnered with the Harris Corporation to use so-callled “Stingrays” (here, here, here, here, here), devices with the capability of gathering data from innocent Houstonians’ cell phones. HPD also operates a “Real Time Crime Center”, a command center where Houston Police monitor cameras feeds from around the City 24 hours a day, 7 days a week. Centers like these are popping up around the United States, and a recent report from the Georgetown Law Center on Privacy & Technology warns about the dangers of these centers, especially when combined with facial recognition software. Facial recognition itself is becoming normalized at Houston's airports as it becomes required for travelers.

Altogether, this surveillance apparatus represents an extremely grave threat to the privacy of Houstonians. It is also another area where the people of Houston have not had an opportunity to voice their support or opposition for such programs.

My name is Derrick Broze. As a journalist, I worked to inform Houstonians about the dangers of this technology and question the Chief of Police (here, here) about the privacy threats.

Now, as a candidate for Mayor, I am calling for these programs to be placed on the ballot and let the people of Houston decide whether or not they want to continue to fund this invasive technology.
