Millions of Central Government employees (Railways, Defence, CAPF, Postal, Banking and others), plus pensioners, are watching the 8th Pay Commission closely. Now a big update has surfaced: a formal strike notice for 12 February 2026 has been submitted to the Cabinet Secretary by the Confederation of Central Government Employees and Workers (notice dated 23 January 2026).
In this video, we break down what the notice says in simple language. The demands are listed in two parts: Part A focuses mainly on 8th CPC and service related issues, while Part B expands into wider labour and public policy demands.
PART-A (8th CPC focused) highlights:
Change/expand 8th CPC Terms of Reference (TOR) to include staff-side issues
50% DA/DR merger into Basic Pay and Basic Pension (DA merger at 50% benchmark)
20% Interim Relief from 01 Jan 2026 due to delayed pay commission timeline
Restore OPS: scrap NPS/UPS (as demanded by unions)
No pensioner discrimination based on retirement date or pay commission
Release 18 months DA/DR arrears (Covid freeze period)
Reduce pension commutation recovery period: restore full pension after 11 years
Remove 5% ceiling on compassionate appointment
Fill all sanctioned vacancies, stop outsourcing and corporatisation
JCM Board of Arbitration: implement consensus awards
Regularise casual/contract workers and GDS, and extend parity demands to autonomous bodies
PART-B (broader) highlights:
Repeal labour codes, stop casualisation
Equal pay for equal work for contract workers
Inflation relief measures: reduce burden on essential items and fuel
Halt privatisation and proposed amendments affecting workers’ interests (as cited in the charter)
Employment generation and time-bound filling of all sanctioned posts
Why DA merger and Interim Relief matter (simple):
DA/DR merger increases the base (Basic Pay/Pension) on which future raises are calculated
Interim Relief is a temporary buffer when pay revision is delayed, often demanded before a new pay commission implementation
What this means for you:
If your issues are pending (pay, pension, DA, commutation, NPS/UPS, vacancies), this is the time to push them in writing through recognised associations and departmental channels, so your points reach the 8th CPC process early.
