The Yurikamome Line is named after the yurikamome, the black-headed gull that lives around Tokyo Bay and is the official bird of the Tokyo Metropolitan area. The line opened in 1995 and was one of two railways built to serve the new Rinkai subcenter, a major urban development planned since 1979.

The Rinkai subcenter was originally projected to host 60,000 residents and 110,000 workers by the early 2000s, but plans were revised after the collapse of the Japanese asset price bubble. The Yurikamome and Rinkai Line were intended to open in time for the World City Expo scheduled for 1996, but the expo was cancelled in 1995. Despite this, on 1 November 1995 the first section between Shimbashi and Ariake began service using a temporary Shimbashi Station, serving around 27,000 passengers per day.

Everything changed in 1996 when Tokyo re-zoned Odaiba from a purely business and residential area to include entertainment, dining, and shopping zones. Odaiba quickly grew into a vibrant seaside district, and Yurikamome ridership doubled to 60,000 daily passengers in just one year.

Key milestones that shaped the current route:
• 22 March 2001 – Current Shimbashi Station opens
• 2 November 2002 – Shiodome Station opens
• 27 March 2006 – Extension to Toyosu and introduction of station numbering (using the letter U instead of Y)

A possible extension from Toyosu to Kachidoki has been discussed since the early 2000s, although it is not currently included in official transit plans.
