Mazda Takes Georgia State Patrol on CRAZY Chase Through Fayette County

Описание: On January 29, 2021, at approximately 1445 hours, I was stopped in congested traffic at the
intersection of GA 3 and Upper Woolsey Road. I observed a silver color Mazda traveling southbound
in the right turning lane. The driver passed around all of the stopped traffic at the traffic light and ran the red light. After the traffic light turned green, I proceeded traveling southbound with the intent to
initiate a traffic stop on the vehicle. When I activated my blue lights and siren, the vehicle failed to stop
and accelerated, in an attempting to flee. The driver made a wide right turn onto Richard Petty
Boulevard then began to swerve in a fishtail motion. I advised Troop C Communication that I was in a
10-80 (Chase) with a silver Mazda.
The driver ran a stop sign on the racetrack premises to exit the property and made a right turn onto
Speedway Boulevard. The driver proceeded southbound on Speedway Boulevard, then made a right
turn onto Lower Woolsey Road in Henry County. Then the driver began to travel on the wrong side of
the road passing multiple vehicles and having several near head-on collisions with oncoming traffic.
After that, the driver continued to travel northbound, very recklessly, bypassing multiple vehicles on hills
while crossing double solid yellow lines on Lower Woolsey Road.
The driver then crossed into Fayette County, in which the road name change to Fortson Road. The
driver failed to stop for the sign at the intersection of Fortson Road and Wildwood Road, then made a
right turn onto Wildwood Road. I advised the communications center that we were traveling at speeds
of 102 miles per hour in a 45 mile per hour (mph) zone on Wildwood Road. Several times during the
chase, I thought the driver was going to have a head-on collision and kill someone. I wanted to utilize
other stopping techniques, but I didn't have communications with the other assisting agencies. As I
continued the pursuit, I attempted to set up my patrol vehicle for the Pursue Immobilization Technique,
but was cut off by the driver and the attempt failed. The driver continued to drive very recklessly, with
no regard for human life.
I then notified the communications center that we had crossed into a 35 mile per hour speed zone and
we had reached speeds of 103 mph. The driver improperly passed eight vehicles before he
approached the intersection of State Route 92 and Wildwood Road. The driver then failed to stop at
the intersection of State Route 92 and Wildwood Road, then made a right turn on State Route 92,
continuing to travel east for approximately five miles. The driver then traveled into an active
construction area, which was controlled by flag men. The driver came close to hitting the construction
workers that were in the roadway. The driver continued traveling east for approximately three miles
before coming into a congested traffic area and entering the city limits of Fayetteville.
The driver then failed to stop for a traffic light at the intersection of State Route 92 and Kathi Avenue.
After the driver ran the red light, I made the decision that the next opportunity that presents itself, I
would attempt to utilize the Precision Immobilization Technique again to end the chase. I advised the
communications center that I was going to (P.I.T.) the vehicle. As the violator continued onto State
Route 314, I attempted to utilize the Precision Immobilization Technique. I positioned my patrol vehicle
up to the rear driver side and touched the vehicle, causing it to travel out of control. The driver’s
vehicle began to rotate in a counterclockwise manner traveling out of control, striking a black Chevrolet Malibu that had suddenly stopped in front of the driver's vehicle. After performing the Precision
Immobilization Technique, I applied my patrol vehicle's brakes to come to a stop and I began to
experience brake fade. My patrol vehicle then struck the left rear of a red Toyota Camry, which had
also came to a sudden stop in the adjacent northbound travel lane. I notified Troop C Communication
that I had used the (P.I.T.) on the violator's vehicle and that I had been involved in a traffic crash. The
violator and passenger of the fleeing vehicle were subsequently apprehended, without incident.
Upon an inventory of the vehicle, after the arrest, a large bag of green leafy substance (suspected
Marijuana), was located inside the car. The evidence was turned over to Lovejoy Police Department.
The vehicle pursuit lasted approximately 20 miles prior to the P.I.T.
The driver was identified as a black male, Dominique Lamar Haynes, date of birth 1992. The
passenger was identified as a black female, Shayla Jackson Holmes, date of birth 1992 from
Indiana. Both subjects were turned over to Love Joy Police Officer Owens. Officer Owens stated that
he was in a chase with the vehicle in Love Joy prior to my contact with the vehicle.
