There are two main reasons that horses spook, one type of spook is because the horse is "sharp" and always trying to sense danger and the other type is the lazy horse who is trying to avoid work. The way you react is very important, if you get angry and growl at the horse, he will get more stressed and spook more or he will get out of doing as you asked because you are now involved in a discussion about spooking instead of him doing his work.
Always occupy his mind to keep him focussed, then he will get between your leg and hand and be distracted less.
A spooky horse can be a great thing in a jumping horse as it makes them careful but the rider needs to be confident and calm.
