Actually it is nutrients deficiency as food in seed is for 12 to 14 days for rice seedlings. Fertilizers need to be applied at this time by rice growers in their rice nursery. Some farmers use DAP and farmyard manure in rice nursery and many farmers don't even use them in their paddy nursery beds. The best fertilizer plan for healthy rice seedlings is;
Urea 250 grams per marla
Zinc sulphate 250 to 300 grams per Marla
Potash 250 grams per Marla
Mix all these fertilizers and apply in rice seedlings beds. Rapeat these fertilizers with the same quantity eight days after the first application.
