Despite costing more than P400 million, two flood-control projects in Oriental Mindoro were found in disrepair during the inspection of Governor Bonz Dolor. Those projects were signed off by former DPWH–MIMAROPA Regional Director Gerald Pacanan, who is now behind bars over another allegedly substandard project in the province. Darlene Cay reports.
