After tons of testing I think this is the MOST OP Harlowe Build in Borderlands 4 using her Cosmic Brilliance green skill tree, which can fire infinitely dealing absurd damage. We have freedom to use many different weapons here so you're not locked into using 1-2 different weapons. Torgue stickies will perform well here but we don't need them. Vladof or Jakobs are my favorite weapon types for Harlowe on this green skill tree build. Let me know your thoughts in the comments!
