Let's just kind of overlook the most obvious differences between the two countries' religious beliefs (because that is essentially the "rule book" for what is considered scary) and skim the superficial surface of Halloween.

For starters, it's pretty hard to buy a costume off the rack if you're not on the smaller side. Obviously, the costumes here are mass produced for people who fit inside standard Japanese measurements and those are really small.
