Start by build 9 foundations 3x3 like a cube. Do this so you can place the upper floor on the ground without snapping into place automatically on the edges of the foundation.
Put a wall in the center edge.
put a shack upper floor (double thick one) on that wall.
Drag it off by pulling back with left stick (right stick rotates objects, left stick moves items without rotation)
Carefully use right stick to move it down until it snaps to the floor. Do this without rotating it to make keeping the floor aligned easier.
Use the highlighted edges of the object to align it with the foundation corner below.
Take the wall and snap it onto the upper floor you just placed.
Delete the three foundation walls behind the wall you placed.
Build another wall and snap it to the foundation next to the wall you just placed. It should be at a lower height.
Build another upper floor and snap it onto the wall you just placed.
Build another Wallace snap it to the upper floor you just placed.
Build another wall and snap it next to that wall you just placed.
Remove the upper floor between the two walls and place on the floor.
Grab the lower wall that was below the upper floor and snap it in place with the other walls.
Grab the upper floor and place it next to the other upper floor at ground level.
Profit.
