Who would conduct a referendum on Cape Independence, and what it means if you lose? This was a question posed to Phil Craig of the Cape Independence Advocacy Group (CIAG) at the Cape Town Press Club.

Section 127(2)(f) of the South African constitution, and section 37(2)(f) of the Western Cape constitution, authorize the premier of the Western Cape to call a provincial referendum. It isn't explicit who must conduct the referendum, but it is a reasonable assumption that the Electoral Commission of South Africa (more commonly known as the Independent Electoral Commission or IEC for short) would conduct such a referendum. Referendums are governed by the Referendums Act.

"Our organization is fundamentally democratic. We want (Cape) independence based on the democratic will of the people of the Western Cape."

"What we want is a referendum, a democratic referendum, where the people of the Western Cape get to say what they want. What's immoral, what's unreasonable about that? What is it that other parties have got to hide, that they are scared of asking the people of the Western Cape what they want?"

"If we call a referendum, and we lose the referendum, then that was the democratic will of the people. We are not looking to force our views on anybody else."

Phil Craig states that these democratic views are shared by each of the major players in the Cape Independence movement, including the Cape Party, CapeXit, the Freedom Front Plus, and the Cape Independence Advocacy Group (CIAG).

The unanswered question is whether the ANC and the EFF are also democratic organizations willing to respect the will of the Western Cape people, or are they African nationalists, determined to force their views on the Western Cape people whether they like it or not?
