As one more last resort, Geese Howard sends his strongest henchman and champion of his King of Fighters tournament, Billy Kane (pronounced "Con") to end the life of Terry Bogard.

Billy mainly fights with his long red bo staff. This gives him pretty good range, but if either he throws the staff at you, or loses it from you throwing him, he'll become a total coward! He blocks for this entire time, so you can try using some special moves to get some chipping damage on him before one of Geese's other agents come in to give him a new staff that he leaps in the air for.
Even then, you could probably exploit this moment by throwing him right as he lands with the new staff, forcing him to lose THAT one and making him cower for another one, again.

Once Billy is brusied, battered, and beaten, Terry is declared the winner of the King of Fighters tournament.
