इस बात से कोई अनजान नहीं है कि भारत में कई बड़े बड़े उद्योगों से लेकर कई छोटे उद्योग और दुकानदार छोटे बच्चों को काम पर रखते हैं, इसका मुख्य कारण बच्चों के रूप में सस्ता लेबर मिलना है। पर इस चक्कर में इन बच्चों के भविष्य के साथ जो खिलवाड़ हो रहा है वो कहाँ सही है? आज World Day Against Chid Labour पर हम आपको बताएंगे कि ये सस्ता लेबर कितना महँगा पड़ सकता है।
बाल श्रम पर बनें क़ानून की बात की जाए तो संशोधित अधिनियम में इसका उल्लंघन करने वालों की सजा को बढ़ा दिया गया है. अब बच्चों को रोजगार देने वालों को अब छह महीने से लेकर दो साल तक की सजा हो सकती है साथ ही 20,000 से लेकर 50,000 रुपये तक का जुर्माना लग सकता है। बता दें कि पहले तीन महीने में एक साल तक की सजा और 10,000 से लेकर 20,000 रुपये तक का जुर्माना या दोनों का प्रावधान है.
दूसरी बार अपराध में संलिप्त पाए जाने पर नियोक्ता को एक साल से लेकर तीन साल तक की कैद की सजा का प्रावधान किया गया है.
हालांकि, स्कूल से बाद के समय में अपने परिवार की मदद करने वाले बच्चे को इस कानून के दायरे में नहीं रखा गया है.
यह कानून 14 से 18 साल की उम्र के किशोर को खानों और अन्य ज्वलनशील पदार्थ या विस्फोटकों जैसे जोखिम वाले कार्यों में रोजगार पर पाबंदी लगाता है. हालांकि, नया कानून फिल्मों, विज्ञापनों या टीवी उद्योग में काम करने वाले बच्चों के लिए लागू नहीं होता है.
