The term "Two-Tier Keir" is a political slur used by critics of UK Prime Minister Keir Starmer. It alleges that his government enforces a "two-tier" justice or policing system, where certain groups or protests are treated with preferential leniency, while others face harsher crackdowns.
Origin and context of the term
The phrase gained prominence in August 2024, during a period of civil unrest and riots in the UK.
Riot response: Following violence at far-right and pro-Palestinian demonstrations, critics accused the Labour government of "two-tier policing." The accusation was that police were quicker to crack down on far-right protesters while being more lenient with pro-Palestinian protesters and other minority groups.
Elon Musk's promotion: The term was widely amplified when Elon Musk, the owner of X (formerly Twitter), used the hashtag #twotierKeir. He suggested that police were being overly harsh in arresting a man for Facebook comments, while claiming police were not as firm with others.
Sentencing guidelines: The allegations resurfaced in March 2025 during a row over proposed sentencing guidelines. Critics from both the opposition and media accused Starmer and his government of supporting a "two-tier" justice system. The guidelines, intended to address unconscious bias, would have required courts to consider an offender's background and protected characteristics, which opponents argued would lead to preferential treatment.
