The Fourth MonaLaw Public Law Debate involving MonaLaw students and teachers considers the motion: “Police grooming codes that prohibit the wearing of locks are demonstrably justifiable in a free and democratic society”.
There are three submotions that will be debated by each team:
1. The rights to freedom of expression and freedom of conscience do not include hairstyles without more.
2. The prohibition on locks in police grooming codes does not violate the rights to equitable and humane treatment and to freedom from discrimination on the basis of race.
3. In so far as any rights are limited, the limitation is justifiable.
The motions are based on a hypothetical situation but the students have been asked to consider it in light of the Constitution of Jamaica and its Charter of Fundamental Rights and Freedoms. The teams comprise MonaLaw students, including students graduating in 2020. The first two speakers on each time have been allocated 7 minutes each, including responding to questions from the judges. The last two speakers are allocated 5 minutes each, including responding to questions from the judges. The judges have the discretion to give extensions on the time. The teams are:
