Acting Director Todd M. Lyons of ICE sent out a memo on July 9, 2025, directing officers to start deporting aliens to third nations. A Supreme Court decision in June eliminated legal restrictions that had previously restricted this, which led to this development.
✅ According to the memo, immigrants can now be deported to countries where they have no ties or connection, as long as that country agrees to receive them.
Among those who could be targeted under the new policy include:
✅ Immigrants with final removal orders who have not been deported because a judge found they could face danger in their home countries.
✅ Individuals with deportation orders to countries like China or Cuba, which often refuse to accept deportees due to strained relations with the United States.
⛔️ If the receiving country provides diplomatic assurances that the person will not face torture or persecution, ICE can deport the individual with no advance notice.
⛔️ If no such assurances are given, ICE must provide 24 hours’ notice before removal, or just 6 hours in urgent situations.
The memo instructs ICE to start putting these reforms into effect right once. It signifies a major change in U.S. immigration enforcement since it permits quick deportations to foreign nations when it is not feasible to return to one's own country.
There are grave worries that this strategy can put people in risk, particularly when they are not given enough notice.
