Questions have been raised over the legality of President Duterte's arrest order for convicts released under the Good Conduct Time Allowance law. In this edition of #MattersofFact, human rights lawyers Rene Saguisag and Erin Tañada say only the courts have jurisdiction over the convicts. They add, any convicts who don't want to surrender can question the president's order before the courts.
