Описание: Lance Valcour, has now joined the CATA Management Team as VP Public Safety & Emergency Management. As you are aware we are significantly expanding our work in areas of public safety, advanced security and interoperability. His talents will help accelerate this work.

Lance has over thirty-seven years of experience in the public safety and emergency management community, in Canada and beyond.

Widely recognized as a leading North American interoperability champion, he has spearheaded strategic change on a wide range of issues related to public safety communications at the national and international levels.

Lance spent 33 years with the Ottawa Police Service before becoming the Executive Director of the Canadian Interoperability Technology Interest Group, a role he held until April 2014. He is currently the Chair of the International Chiefs of Police Law Enforcement Information Management Section.

He is a recognised speaker and technology evangelist at various international conferences including IWCE, IACP, CACP, Comms Connect, WICLEIM, etc.

Lance is on multiple Boards and Committees in both Canada & the US and was invested by the Governor General of Canada as an Officer in the Order of Merit of Police Forces in 2010 and received the Queens Diamond Jubilee Medal in 2012.

Accomplishments:

 National Law Enforcement Alerting Project
– As a member of the Canadian Association of Chiefs of Police
Information and Communications Technology Committee,
conceived and developed a project to provide national level
alerting capability for Canadian Police Services

 Canada – US Cross Border Interoperability Projects
– Working closely with stakeholders in both countries, planned,
delivered and implemented a wide range of Canada – US cross
border interoperability projects and events designed to improve
both voice and data interoperability between them.

 International Public Safety Interoperability Research & Advise
– Over a decade of international research into a wide range of public
safety communications interoperability issues including broadband
data, land mobile radio, Next Generation 9‐1‐1, Location Based
Services, etc. Research conducted & strategic advice provided
across the USA, Australia, New Zealand, UK, Europe, Asia and
Caribbean.

 Communications related projects going back to 1979
– Participated in his first wireless communications project as a
Constable with the Ottawa Police Service in 1979 with the
implementation of a Computer Aided Dispatch and Records Entry
system, including mobile terminals to police fleet. Involved in
wireless communications projects since that time.

 Canadian Interoperability Technology Interest Group
– Conceived, researched, planned and developed the creation of this
Not‐For‐Profit entity governed by the Canadian Associations of
Chiefs of Police, Fire and Paramedics. As Executive Director,
responsible for day to day operations, strategic planning and
implementation of key priorities.

 Centre for Security Science, Interoperability Portfolio Manager
– On contract to the Government of Canada, responsible for
managing a wide rage of public safety interoperability projects both
in Canada and with international partners. Managed strategic
relationships with all levels of government, first responders and
industry.

 700 MHz Broadband for Public Safety Broadband
– Flowing from extensive research and relationships in the US and
internationally, spearheaded the creation and execution of a
national strategy for public safety responders to gain access to and
plan for the deployment of 20 MHz of 700 MHz broadband for
Canada and along the Canada/US border.

 Next Generation 9‐1‐1 (NG9‐1‐1) Governance and Coordination
– Recognizing the critical development path of NG9‐1‐1 in Canada,
developed a national level partnership between Tri‐Service Chiefs,
APCO Canada, NENA Canada and all levels of government to
develop a new governance and coordination model.
